Import Shoes from China to UK and EU — After Brexit Guide

A practical sourcing guide for shoe importers navigating post-Brexit customs, duties, and logistics when working directly with a Chinese factory.

Introduction

Brexit changed the rules for shoe importers. If you used to ship from China to the UK and then re-export to the EU, that route now incurs double customs clearance and potential tariffs. As a factory that produces over 2 million pairs annually across three sites in Wenzhou, Putian, and Guangzhou, we help buyers adapt. This guide covers the key decisions you need to make when sourcing footwear from China for the UK and EU markets.

1. Understanding Post-Brexit Customs & Duties

UK vs. EU Tariff Codes

Shoes fall under HS codes 64 (footwear). The UK now applies its own Global Tariff (UKGT), while the EU uses the Common Customs Tariff (CCT). Rates vary by material and type. For example, leather shoes (HS 6403) face 8% duty into the UK, but 8% also into the EU — though some synthetic shoes may differ. Always verify the correct HS code with your broker.

Rules of Origin & Preferences

China is not part of any preferential trade agreement with the UK or EU. So no reduced duty rates apply. You pay the full Most Favoured Nation (MFN) rate. However, if you source materials from other countries, you might qualify for partial duty relief under certain processing rules — but this is rare for finished shoes.

VAT & Deferred Payment

UK VAT is 20%, EU VAT varies by country (e.g., Germany 19%, Sweden 25%). You can use customs deferment accounts to postpone payment. For imports into the UK, Postponed VAT Accounting (PVA) is standard. For the EU, you may need an indirect representative if you don't have an establishment there.

2. Choosing Your Shipping Route: Direct vs. Split

Direct to UK, Direct to EU

Most efficient: ship separate containers to Felixstowe (UK) and Rotterdam (EU). This avoids cross-border complications. MOQ per style is 600 pairs per colorway for a full container mix. Lead time: 45-60 days from order confirmation.

UK First, Then EU (Avoid This)

Some buyers still ship to UK warehouses and re-export to EU. This means double customs clearance, potential duty payments in the UK (with possible drawback), and additional logistics costs. Not recommended unless you have a bonded warehouse.

Using a European Hub

Consider shipping to a bonded warehouse in the Netherlands or Belgium. Goods remain in customs suspension until sold. You clear customs only when moving to the final EU country. This defers duty and VAT. We can arrange direct delivery to such hubs.

3. MOQ, Pricing & Payment Terms

Minimum Order Quantities

Price Ranges (FOB Shanghai/Ningbo)

Prices depend on materials, construction (cement vs. Goodyear welt), and quantity. We offer tiered pricing: lower per-pair cost at 1,200+ pairs.

Payment Terms

Standard: 30% deposit with order, 70% against copy of shipping documents. For new buyers, we may request 50% deposit. Letters of Credit (L/C) accepted from top-tier banks. We do not offer open account terms initially.

4. Logistics & Incoterms

Consolidation & LCL

If you order less than a full container, we offer LCL (Less than Container Load) consolidation. MOQ for LCL: 300 pairs per style. We pack in cartons and palletize for easy handling.

5. Quality Control & Compliance

Inline & Final Inspections

We offer third-party inspection (e.g., SGS, Bureau Veritas) at your cost. Our internal QC checks 100% of production for visible defects. Typical AQL level: 2.5 for major defects, 4.0 for minor. We share photos and videos during production.

6. Working Directly with a Factory vs. Agent

Why Go Direct

You get factory pricing (15-25% lower than agent quotes), direct communication with production managers, and faster problem resolution. We assign a dedicated English-speaking project manager for each client.
